Applying PREP&READY is somewhat optional, but if you have it , then don't think twice - apply it. If you have some visable rust, you'll see what it does to rust and you'll be happy that you did apply.
I used to ignore PREP&READY for the first projects and after I've tried it , now I always apply it as well.
If you have time to kill you can simply experiment yourself , get a piece of rusty dirty metal , prepair one side and leave as-is the other and paint it over, and then see the result ofter a week or so.
Or just take my word on it.
If you are going to be doing por15 for the first time then remember to wear old long sleeve shirt, wear hat, eye-glasses, gloves ... it's a very messy thing to paint under the truck and you will get it all over yourself and you can NOT wash por15 off ... heh heh

From my experience with por 15 (and I've done few projects with it on diffrent trucks, some other garden equipment and some separate parts as well) the preparation of the surface makes BIG diffrence in long run.
You can cover up with POR15 a dirty unprepaired surfce and it may stick pretty well and look great at first, but soon you'll be able to peal the paint off with your fingers and you get a real mess on your hands, and the biggest problem is that you'll get water trapped under layer of por15 and you'll get pockets of rust which you don't see... - that is a very bad situation.
So, do your best preparing the surface before applying POR15 anywhere.
Clean up/wash all the dirt, wirebrush anything you can , you don't have to completely remove all the rust, but remove all the stuff that can fall off, then wash again and BE SURE to degrease it ( at least by washing everything with simple GREEN) or better use POR-15 MARINE-CLEAN (that's what I use).
